How to get a library card If you live in Phillipsburg or in any of the townships in Warren County, you may apply for a library card with the Phillipsburg Free Public Library (Allamuchy, Blairstown, Franklin, Greenwich, Hardwick, Harmony, Hope, Independence, Knowlton, Liberty, Lopatcong, Mansfield, Oxford, Pahaquarry, Pohatcong, Washington Township, White Township). The 1990 Federation Agreement between the Town of Phillipsburg and Warren County makes this borrowing arrangement possible. To register for a library card, please bring in one of the following forms of identification:
  • current New Jersey driver's license
  • checkbook with current address imprinted
  • current rental lease
  • current utility bill

If you live in any other town or borough, you may purchase membership in the library with borrowing privileges for $60 per year per individual ($72 per year per family), payable quarterly or annually.

Phillipsburg High School students residing in Alpha or Bloomsbury sending districts are eligible for a free library card with a one-year expiration, renewable annually as long as they present a current-year high school ID along with one of the forms of identification above.
